BEIRUT — Over several nights in September, some 10,000 men, women and children fled areas under Islamic State control, hurrying through fields in northern Syria and risking fire from government troops to reach a province held by an al-Qaeda-linked group.

BEIRUT, Lebanon — US-backed Syrian forces liberated the city of Raqqa from Islamic State militants on Tuesday, a senior commander for the force said, adding that clearing operations were underway to remove land mines left behind and search for the extremist group’s sleeper cells.
